Key Responsibilities

Management & Administrative

Provide corporate and executive support to the Executive Management Team with the administration of the day to day operations and duties.  Assist in the co-ordination and assignment of work and deadlines.  The capacity to deal with confidential or sensitive information in a calm and professional manner is also a key requirement.  Give secretarial support including preparation and management of relevant documentation, data and correspondence.

Provide support to the wider RCSI team

Contribute to the development of policies and procedures, guidelines and practices to perform the role effectively and to ensure standards are met by own team.

 

The role of the Staff Officer, Grade V can be divided into the following areas of responsibility:

Finance/Budgeting/ HR:

  • Monitor and control the use of resources in terms of stationery supplies and other resources with cost implications.
  • Preparation of estimates and returns.
  • Implementation of the Health Service Executive’s financial procedures and regulations.
  • Evaluate and make recommendations on proposals, which have funding implications.

 

Communications:

  • Contribute to the implementation of change. Be a change agent and drive change within the department and organisation.
  • Improve and develop internal and external service delivery by good communications.
  • The capacity to deal with confidential or sensitive information in a calm and professional manner is also a key requirement.

 

Administration:

  • Research, collect and collate data in preparing reports and submissions.
  • Knowledge of relevant legislation, regulations, precedents etc.
  • Organise and manage meetings.
  • Co-operate with developments and use of information technology.
  • Ability to prioritise workload in a dynamic environment with competing demands
  • Build and maintain collaborative working relationships and working arrangements with all key stakeholders to meet operational needs
  • Provide executive assistant support to Line Manager.

 

Problem Solving/Decision Making:

  • Evaluate and make decisions.
  • Demonstrate initiative in the resolution of complex issues.

 

Human Resources:

  • Quality assures the workload of the department/section.
  • Identify training needs.
  • Facilitate Staff Induction.

 

Health & Safety:

  • To maintain a safe and secure working environment and co-operate with the Management Team on Health and Safety issues.
  • Work with the Hospital Health and Safety Co-ordinator in the development of safe working practices.
  • To organise training, as required.
  • To organise work in such a way so as not to compromise the Health and Safety of hospital patients, relatives and staff

 

Other relevant duties may be assigned by management from time-to-time. As this is a developing role within the RCSI Hospital Group, it is envisaged that the duties and responsibilities may be revised.

Essential Criteria

Knowledge/Experience

Candidates must meet the following criteria on the closing date:

Essential:

Professional Qualifications, Experience, etc

Eligible applicants will be those who on the closing date for the competition:

  • Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.

Or

  • Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in   the   Department   of   Education   Leaving   Certificate   Examination,   including Mathematics and English or Irish1.  Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

Have completed  a  relevant  examination  at  a comparable  standard  in  any  equivalent examination in another jurisdiction

Or

Hold  a comparable  and  relevant third  level  qualification  of  at  least level  6  on  the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).Note1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable.  Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.  The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

And

Candidates must  possess  the  requisite  knowledge  and  ability,  including  a  high  standard  of suitability, for the proper discharge of the office.
